Terms and Conditions

1. Platform Identification

Quickcar is a digital platform (App/Web), headquartered at Rua 3, door no. 30, Nossa Senhora Da Luz, Monte Sossego, São Vicente, registered under tax identification number 298246996. It acts as an intermediary between legally registered Rent-a-Car companies and users interested in renting vehicles in Cape Verde, via a secure, intuitive, and efficient virtual environment.

2. Scope of Agreement

This document governs access to, use of, and operation of the Quickcar platform. Quickcar operates solely as a technological intermediary and is not a party to rental agreements made between users and providers.

3. Conditions of Access and Use

3.1. For Companies (Rent-a-Car)

  • Legal Registration: Only legally registered companies under Cape Verdean law may use the platform to list rental vehicles.

  • Paid Subscription: Access to the management dashboard requires a paid subscription (quarterly, semi-annual, or annual).

  • Vehicle Documentation: Companies must ensure listed vehicles are duly documented, insured, and in proper mechanical and hygienic condition.

  • Booking Compliance: Companies are responsible for honoring bookings made via the platform, including customer service at pick-up and return.

  • Warning System: A warning system is in place: companies with over five warnings may be suspended or removed to ensure service quality.


3.2. For Users (Clients)

  • Minimum Requirements: Any individual aged 21 or older, with a valid driver's license and legally acceptable ID, may register and book vehicles.

  • Required Documentation: Users must present all valid documents at vehicle pick-up.

  • Accurate Information: Users are responsible for providing accurate and up-to-date information.

  • Payment Options: Payment options include:

    • Full Payment (100%): Via the platform (10% to Quickcar, 90% to Rent-a-Car)
    • Partial Payment: 10% paid via platform (reservation fee); 90% paid directly at vehicle pick-up
  • Security Deposit: The security deposit is paid at the time of pick-up and is managed exclusively by the Rent-a-Car.

  • Punctuality: Users must be present on the scheduled date/time and comply with terms established by the Rent-a-Car.

  • Cancellations: Cancellations are subject to the conditions detailed in this document.


4. Quickcar's Responsibilities

Quickcar shall:

  • Provide a stable, secure, and functional platform for vehicle rentals
  • Facilitate communication between users and Rent-a-Car companies
  • Transparently display each company's rental terms

Quickcar is not responsible for:

  • Vehicle conditions, legal compliance, or safety
  • Fulfillment of contractual obligations between parties
  • Any incidents during the rental period, including accidents, theft, or misuse

5. User Responsibilities

Users agree to:

  • Use vehicles responsibly and lawfully
  • Comply with the Cape Verde Highway Code
  • Return the vehicle on time and in agreed-upon condition
  • Pay any security deposits or damage-related compensation
  • Provide valid and authentic documents
  • Be at least 21 years old with a valid driver's license

6. Rental Conditions

  • Rental terms—including price, deposit, mileage limit, insurance, etc.—are defined solely by the Rent-a-Car company and must be clearly stated on the platform. These terms must be accepted by users prior to booking.

  • Users make the reservation fee payment (10%) directly through the Quickcar platform. The remaining 90% can be paid according to the client's choice: directly to the Rent-a-Car company at the time of vehicle pick-up or, if the company opts for this functionality, through the application.

  • Quickcar acts solely as an intermediary in presenting and communicating these conditions.


7. Payment and Cancellation

7.1. Payment Options

The client can choose between:

  • Full Payment: Full payment (100%) via the platform: 10% to Quickcar, 90% to the company
  • Partial Payment: 10% via platform, 90% directly at pick-up

Note: Deposit is always paid on-site to Rent-a-Car.

7.2. Free Cancellations

  • Bookings between 3–7 days: Cancel up to 24h prior
  • Bookings made 7+ days in advance: Cancel up to 7 days before pickup

7.3. Late Cancellations

Late cancellations result in non-refund of the 10% reservation fee.

7.4. Refunds

In case of cancellations made within the established deadlines:

  • Quickcar will proceed with partial refund of the reservation fee (10%) paid in the application, according to the payment type:

    • International payments: 5% refund (minus fees)
    • Domestic payments: 8.4% refund (minus 1.6% processing fee)
  • The remaining 90% (if applicable) are managed by the Rent-a-Car company

  • Quickcar is not responsible for refunds from the Rent-a-Car company.


7.5. Refund Timeline

Refunds processed within 7–10 business days.

8. Mandatory Insurance

In compliance with Decree-Law No. 17/2003 and Decree-Law No. 57/2018, all rental vehicles must be covered by valid motor liability insurance. Responsibility lies solely with the Rent-a-Car.


9. Intellectual Property

All platform content—text, logos, software, designs, etc.—is owned by the Quickcar entity and protected under national and international intellectual property law.

10. Governing Law and Jurisdiction

This agreement is governed by the laws of the Republic of Cape Verde, including:

  • Civil Code
  • Commercial Code
  • Consumer Protection Law
  • Other applicable regulations

Jurisdiction: São Vicente District Court, unless otherwise agreed by the parties.
